Keystone Recreation, Park and Conservation Fund Grant

The Office of Commonwealth Libraries is pleased to announce the opportunity for municipalities to apply for grants for public library facilities. Applications for these 2009 grants will be accepted in the anticipation of revenues from a portion of the Realty Transfer Tax that becomes available to the Keystone Fund.

Only municipalities may apply for Keystone Fund grants. The Office of Commonwealth Libraries requires that these applications be prepared jointly with the public library or library system and signed by the governing bodies of both the municipality and the public library or library system. Libraries must be participants in the state aid to public libraries funding program. Grant funds are available to pay up to 50 percent of projects costs for public library rehabilitation, renovation and construction. Every grant application must show at least a dollar for dollar match.

NEW: For the 2009 round, Commonwealth Libraries will also require that a representative of the municipality or the library attend a free Keystone workshop or an online webinar. Three Keystone workshops will be held:

Pittsburgh-October 3, 2008
Valley Forge - October 8, 2008
Harrisburg - October 10, 2008

Registration information will be available at keystone. Information on a January webinar will also be posted on that site in December.

NEW: A Letter of Intent, due by 5:00 pm on January 30, 2009, will be required for the 2009 round. The final application package must be received at the Office of Commonwealth Libraries by 5:00 pm on June 30, 2009. Letter of Intent instructions will be available at the October workshops. The full Keystone application will be available in December also on the website.

PAACE Yourself: Keeping Up with Adult Education

The 44th Annual PAACE Midwinter Conference on Adult Education, the largest gathering of adult educators in Pennsylvania, will be held at the Hershey Lodge, February 11-13, 2009. Adult educators and those from related areas will convene for the premier professional development and networking opportunity for all aspects of adult education in Pennsylvania.

The theme will privide a focal point for exploring educational opportunities for all types of adult students, more efficient delivery systems, transition to postsecondary education and training, new research, professional development, workforce development, public policy supporting adult education, and the great strides within the field.

Keyote speaker will be Dr. Ian Baptiste who is an Associate Professor of Education and Professor-in Charge of the Adult Education program at the Pennsylvania State University.

PAACE (Pennsylvania Association for Adult Continuing Education) invites you and your colleagues to submit a proposal for a concurrent session, or a more informal roundtable.

Youth Services Librarian: Morgantown

The Village Library of Morgantown is seeking a Youth Services Librarian who is energetic and self-starting. The position requires administrative abilities, working knowledge of basic library procedures, good customer service skills, basic computer skills, experience and enthusiasm working with children and teens. The successful candidate will have a desire to work to create and to implement literacy programs.

A Pennsylvania library certification, postgraduate work in Library Science or a degree in Elementary or Secondary Education is highly desired. Youth Services Coordinator Position in Lower Merion

The Lower Merion Library System seeks a self-motivated, creative, well-organized and responsible team leader to coordinate system-wide Youth Services programming and collection development activities among our six member libraries and to head the Children’s Department (4FTEs) at Ludington Library in Bryn Mawr, Pennsylvania. This is an excellent opportunity for Youth Services librarians who want to use or expand administrative skills. As coordinator, the successful applicant will provide leadership in all aspects of library service from space-planning initiatives to intellectual freedom.

As Children’s Services department head, the successful applicant will:
*supervise the operations of the department
*select and purchase materials
*provide reference and reader’s advisory service
*promote library use through active programming and public presentations

Nationally recognized for its service and collections, the Lower Merion Library System is located on the western border of Philadelphia in a community of 58,740 residents who truly value and use their public libraries.

*an ALA-accredited MLS
*three years experience in library administration
*two years supervisory experience in Children’s or Youth Services

Pre-Application Keystone Grant Workshop

The Office of Commonwealth Libraries will sponsor a pre-application workshop in Harrisburg on Friday, October 10, 2008. This is in anticipation of the 2009 Keystone Recreation, Park and Conservation Fund grant round to fund Pennsylvania Public Library facility construction, renovation or rehabilitation. The session will be presented by building consultant, Rich Bowra.

Through this workshop participants will gain valuable information about:

*The Library Building Consultant’s role in evaluation of current and future library facility needs, planning for construction and completion of projects.
*The importance of cooperation and a close working relationship between the architect and library professionals when planning facility changes or new construction.
*Ways to strengthen narrative portions of the Keystone application.
*Why the attachments and state assurances are necessary and why they must be properly certified.
*Documentation of budget and finance information required in the application.

Those who should attend are librarians, trustees, Municipal officers, District Library Consultants and Administrators or other persons involved with the keystone Grant applications and execution process for state-aided public libraries. A municipal or library representative, responsible for completing the application, must attend either an October in-person workshop or the January webinar.

There are new application requirements. This 2009 keystone round requires a Letter of Intent and attendance at an October workshop or participation in the January webinar. Attached to this announcement is a pre-application workshop announcement and registration form. The registration form will also be available beginning the first week of September on the Keystone webpage at:

Please note that, although considerable changes will be made in the application this round, it is helpful to review the previous round’s application currently on the Keystone website at:

Registration closes September 26, 2008. Cancellations are also due on September 26th. Continuing education credit will be provided, but Act 48 credit is not provided.
