People in a rapidly changing information economy need public libraries as a place to share resources (both physical and virtual) with trained workers to help people best learn how to help themselves.

The need for citizens to be fully literate and engaged in positive work for community benefit increases in times of tight economy. Libraries aim to meet the need for literacy at all ages and in all subjects by providing a community center for information, technology access, education, and quality recreation.

Description:
Reporting to the Dean of University Libraries and serving as part of the Libraries’ senior executive team, the Director will merge the collections and staff currently within the Urban Archives and Special Collections operating units. The Urban Archives include the Philadelphia Evening Bulletin Collection, the Philadelphia Jewish Archives, a growing local television news archive, and organizational records from over 250 regional organizations. In addition to Rare Books, & Manuscripts, the current Special Collections department includes the Philadelphia Dance, Contemporary Culture, Artists’ Books, Science Fiction, and Conwellana-Templana collections.

Going forward, the Director will:
• establish divisional and functional priorities for processing, preservation, access, reference, instruction, and outreach;
• supervise 4 full-time direct reports and a total staff of 11 full-time employees;
• participate in library-wide executive leadership, strategic planning, and policy creation with the Dean, Associate University Librarians, and Directors;
• manage the budget for special collections acquisitions, student staffing, grant-funded projects, and other initiatives;
• work closely with the Libraries’ Digital Initiatives operations and other library units to accelerate ongoing digitization of the Libraries’ special collections and the creation of online discovery tools;
• participate in fundraising activities and collaborate, internally and with external partners, on grant-writing;
• plan and implement interpretive programs, exhibitions, publications, and other outreach efforts, working closely with the Director of Library External Affairs and others;
• collaborate as appropriate with the Curator of the Charles L. Blockson Afro-American Collection, and with the regional and national library community.

Compensation:
Competitive salary and benefits package, including a relocation allowance. Compensation will be commensurate with qualifications and experience.

Required:
• MLS from an ALA accredited library school or graduate degree in a relevant discipline.
• Five years of progressively responsible experience in managing or leading special collections or archival services and
operations.
• Demonstrated understanding of key issues and current trends in special collections.
• Demonstrated knowledge of the rare book trade.
• Demonstrated knowledge of visual resources and image collections.
• Demonstrated understanding of, and receptiveness to, the uses of emerging technologies in archival and special
collections.
• Demonstrated ability to work collaboratively to develop programs and exhibitions.
• Evidence of success in budget planning and allocation in an organization with multiple funding sources.
• Evidence of success in fundraising or obtaining grants.
• Evidence of active participation within the profession.
• Strong interpersonal and communications skills.

Preferred:
• Certification by the Academy of Certified Archivists.
• Evidence of success in strategic planning and introducing and managing change in a complex environment.
• Experience in a research setting.

Statement of Responsibilities
Advises youth services librarians, library directors and para-professional staff of both the Montgomery County-Norristown Public Library and the public libraries of the Montgomery County Library District on matters related to collection development, reference and reader’s advisory service, programming and administration of service to children and young adults.

Organizational Relationships
Ensures that the Montgomery County-Norristown Public Library, in its capacity as District Library Center for the public libraries of Montgomery County, provides leadership, support and coordination for youth services throughout the district. Serves as liaison between youth services librarians at district libraries and the various departments of the Montgomery County-Norristown Public Library. Serves as liaison between public libraries of Montgomery County and organizations such as the Intermediate Unit, school districts, head start, social service agencies, and governmental organizations.

General Responsibilities and Examples of Work

Staff supervision and training
Identifies training needs for youth services staff of the Montgomery County District. Plans appropriate training to meet these needs.

Visits district libraries to advise, evaluate and assess the quality of youth services. Provides support and guidance to local youth service librarians and their administrators in areas such as collection development, programming, and services.

Public service responsibilities:

Coordinates District Summer Reading Program in cooperation and coordination with the statewide (national collaborative) reading themes.

Represents the Montgomery County-Norristown Public Library in cooperative projects with school districts, intermediate unit and community organizations.
• Coordinates planning for district-wide youth services among all public libraries within the district.
• Acts as a liaison for Montgomery County Library District and the Commonwealth library around services for youth.
• Works with youth services district consultants from the five county South East Region to plan and implement region-wide projects such as a multi-district workshop.

Back office responsibilities
Plans and develops, in partnership with district libraries or by the request of the director, appropriate grant applications for special projects, programs and services.
Coordinates grants involving district wide youth services
• Prepares reports as needed
• Attends department heads meeting of the DLC, continuing education workshops and other meetings as required.
• Serves on staff and board committees as requested by the director.
• Represents District youth services at MC-NPL Board meetings

Qualifications for Employment

Must have M.L.S. from ALA accredited library school. Must have eight years of professional experience in youth services, including a minimum of two years in a supervisory or administrative capacity with a public library.

Valid driver’s license is required for traveling throughout the District and State as necessary

The Innovative Services for an Aging Population Committee (ISAP) is seeking to recognize a Pennsylvania public library that has promoted library services to a culturally diverse population. Updated brochures and applications are now available for the CHIP and adultBasic programs. These programs reach those families who are without health insurance because their income is too high for Medical Assistance or who do not have private insurance. Many families are not aware of their potential eligibility for enrollment in CHIP or adultBasic. In addition to these two state programs, Highmark Blue Shield also offers SpecialCare, an income-based program for adults and children.

As of February 1, the Pennsylvania Insurance Department introduced a number of changes to the adultBasic program including increased monthly premiums, increased copayments for certain services, 10 percent coinsurance for some services, and a limit on inpatient stays. Complete eligibility and benefits information is provided in the updated brochures.

People who do not qualify for income-based programs may benefit from an individual plan from Highmark Blue Shield. Information about Highmark individual health insurance programs is available at:
