You may have received an email recently: Excerpt: “2010-2011 Public Library Subsidy Payment Dates: Secretary of Education Tom Gluck in his July 22, 2010 letter outlined the State Aid to Public Libraries payment schedule of one-twelfth (1/12) of the total subsidy per month. The July 2010 payment was scheduled for payment August 3, 2010. Due to a congestion of payments being processed, the July payment will be made Friday, August 6, 2010. You can expect to receive the August monthly payment of one-twelfth (1/12) of the total subsidy by the end of August.”

    If you have questions about your state aid payment, please ask.

    The message below from the state explains the payment schedule for this year and directs you NOT to spend the public library sussidy funds before Jan. 1 if that is the beginning of your fiscal year.

    Background:
    The usual payment schedule for the public library subsidy is District Library Center Aid is paid on passage of the state budget. All other categories are paid the following January.

    In 2009-2010, the full amount of the state aid subsidy was paid on passage of the budget in October 2009. This was an atypical payment due to the delay in passing the budget.

    2010-2011:
    This year, another atypical payment schedule will be followed beginning with monthly installments.
    Use of the funding will follow the same restriction as in 2009-2010.

    • District Library Centers can begin expending district library center aid for district operations.
    • Public Libraries on a July – June fiscal year can begin expending funds. System headquarters should distribute payments to system members that operate on a fiscal year.
    • Public Libraries on a January-December schedule must delay expending until January 1, 2011.

    Payment of the July installment of 1/12 of the public library subsidy is projected for August 3, 2010.

    Libraries can begin immediately earning interest on the payments as they are received. Report the income of interest earned on the 2011 annual report. It is advised system headquarters retain the aid for system members that operate on a calendar year and distribute payments the first week of January 2011.
